The Chief of Police is the executive officer of the Carrollton Police Department and is responsible to the City Manager for the proper administration of Departmental affairs. His responsibilities include formulating Departmental policies and seeing that the rules and regulations and all general orders are understood and enforced. The Chief of Police is also instrumental in the formulation and adherence to the Department’s annual budget as well as the day-to-day operations of the Department.

The Carrollton Police Department operates under the direct supervision of Chief Joel Richards. Chief Richards has served the Department since September of 1992. He has served in various capacities ranging from Patrol Officer to his now current position, Chief of Police. He holds a Bachelor of Science in Criminal Justice from Shorter University.

The Deputy Chief of Police is Chris Dobbs. He began his law enforcement career with the Carrollton Police Department in September of 1992. In June of 1999, he was promoted to Corporal, and in March of 2001, he was promoted to Sergeant of the Traffic Division. His promotion to Captain came in April of 2004. Originally Captain Dobbs was promoted to Captain of Uniform Services; however, in September of 2004 he was transferred to Captain of Criminal Investigative Services. Captain Dobbs has attended the Carroll County Leadership Academy and the Georgia Law Enforcement Professional Management Program, and is a member of the Georgia Association of Chiefs of Police.

MEREDITH BROWNING

The Public Affairs Specialist is Meredith Browning.  She has a Bachelor’s degree in Business Management and began her law enforcement career with Carrollton Police Department in 2003.  In 2007, she transferred into the Drug Suppression / ACE Unit under the Criminal Investigations Division.  In 2012, she was promoted to the rank of corporal in CID where she primarily investigated crimes against children.  In 2019, she was promoted to the rank of sergeant and in addition to investigating cases, she became the social media manager.  In 2021, she transitioned into the role of full time Public Affairs Specialist.

As Public Affairs Specialist/ PIO, Meredith continues to be responsible for social media while also answering all media inquiries.  She works with all members of the department, but most specifically with the command staff.  In this position, she helps to develop and maintain communication strategies that promote transparency and help build and foster community trust.   Meredith also serves as the city staff liaison for the Carrollton Youth Council.

Kay joined the Carrollton Police Department in January 1978 as a Radio Operator/Dispatcher. During her employment she has worked with records, courts, technology management, the Criminal Investigation Division, and now as Executive Assistant in the office of the Chief of Police.

Her main duties include performing administrative tasks to ensure the office runs smoothly by scheduling meetings, organizing daily calendars, as well as composing and preparing correspondence. She develops, designs, and prints materials as necessary for the department and is responsible for the fulfillment of open records requests.
